fuzzy Afro - challenge from Pat

So Pat saw this kid on eBay and missed out, and now we are trying to figure out how she was done.

Meet Chloe...she's a poodle double pony that has volunteered for hair styling experimentation. Note that her left pony is standard yarn. Her right pony has been laboriously untwisted into the four individual strands, and combed out.

It's close, but not quite what Pat was looking for.

This is her right pony, after
--> untwisting each 4-ply strand into its four individual strands,
--> spraying it with very dilute conditioner,
--> combing it with a shower comb (which didn't do much good)
--> attacking it with a dog brush (pulling out an alarming amount of hair!)
--> using a regular hair brush on it
--> trimming it slightly to even up the ragged ends

Here's the alarming amount of yarn removed with the dog brush:

I think we've got the technique down, and if the pony was more on top of the head instead above Chloe's ears, we'd have the tuft effect in Pat's original find.
